Mass detonate means that more than 90 percent of the devices tested in a package explode practically simultaneously. Limited propagation means that if one detonator near the center of a shipping package is exploded, the aggregate weight of explosives, excluding ignition and delay charges, in this and all additional detonators in the outside packaging that explode may not exceed 25 grams.
