For materials of not more than 25 percent active ingredient by weight, packages consisting of inner metal packagings not greater than 250 mL (8 ounces) capacity each, packed in strong outer packagings together with sufficient absorbent material to completely absorb the liquid contents are authorized and need not conform to the requirements of part 178 of this subchapter.
