Substances must not be transported under this entry unless approved by the Associate Administrator on the basis of the results of appropriate tests according to Part I of the UN Manual of Tests and Criteria (IBR, see §171.7). The material must be packaged so that the percentage of diluent does not fall below that stated in the approval at any time during transportation.
